Administrator: Access Version Tab

The Access Version tab lets you specify the primary Access version for your database, plus the bitness if it's Access 2010 or later.

You can also specify a range of other Microsoft Access versions that can run your database.

A customizable prompt appears for your user if they try to run your database without the specified version of Microsoft Access installed:
